DECREE
THE PRESIDENT OF THE RUSSIAN FEDERATION
On Providing Humanitarian Support to People Who Share Russian Traditional Spiritual and Moral Values in order to protect fundamental human rights and freedoms, and to support persons who have freely chosen spiritual, cultural, and legal ties with the Russian Federation, in accordance with Article 24, paragraph 1, of Federal Law No. 114-FZ "On the Procedure for Leaving and
Entering the Russian Federation" of August 15, 1996, and Article 3, paragraph 2, of Federal Law No. 115-FZ "On the Legal Status of Foreign Citizens in the Russian Federation" of July 25, 2002, I hereby decree:
1. To grant the right to apply for a temporary residence permit to foreign citizens and stateless persons without taking into account the quota approved by the Government of the Russian Federation, and without submitting a document confirming proficiency in the
Russian language and knowledge of the history and legislation of the Russian Federation.
This is for those who have expressed a desire to move to Russia from foreign countries on the basis of non-acceptance of policies implemented by those States that impose destructive neoliberal ideological attitudes, which contradict the traditional Russian spiritual and moral values, as provided for in the Fundamentals of State Policy for the Preservation and Strengthening of Traditional Russian Spiritual and Moral Values approved by Decree No. 9 of the President of the Russian Federation on November 9.2022 N809. On approval of the Fundamentals of State Policy for the preservation and strengthening of traditional Russian spiritual and moral values.
2. We establish that:
a) The list of foreign countries that implement policies that impose destructive neoliberal ideologies that contradict traditional Russian values will be approved by the Government of the Russian Federation upon the recommendation of the Ministry of Foreign Affairs.
b) An application for a temporary residence permit, indicating the reasons listed in paragraph 1 of this decree, will be submitted in accordance with the procedures established by Articles 6 and 6.1 of the Federal Law No. 115-FZ "On the legal status of foreign citizens in the Russian Federation".
c) The decision to issue a temporary residence permit in accordance with this decree is made in accordance with the established procedures, provided that there are no
grounds for refusing to issue a temporary residence permit as provided for in article 7 of federal law No. 115-FZ of July 25, 2002, "On the legal status of foreign citizens in the Russian
Federation."
3. The government of the Russian Federation is required to:
a) Ensure the implementation of measures aimed at implementing this decree within one month.
b) Bring their acts into line with this decree.4. The Ministry of Foreign Affairs of the Russian Federation shall ensure the issuance of single-entry ordinary private visas for a period of three months on the basis of a decision by the head of a diplomatic mission or consular institution of the Russian Federation to issue a visa to a foreign citizen or stateless person, accepted in exceptional cases upon their written application, which indicates the motives
provided for in paragraph 1 of this Decree.
5. The Ministry of Foreign Affairs of the Russian Federation and the Ministry of Internal Affairs of the Russian Federation shall take measures aimed at the implementation of this Decree.
6. This Decree comes into force from the date of its signing, with the exception of paragraphs 1, 2, 4 and 5, which comes into force on September 1, 2024.
